according to Yi Yuechun, China is actively carrying out technical preparation, preliminary work and demonstration project construction for offshore wind power development, expanding the scale of offshore wind power construction in a timely and stable manner, and using the construction of concession bidding projects and pilot demonstration projects to drive the progress of offshore wind power technology and the upgrading of equipment manufacturing industry, so as to lay a solid foundation for the large-scale development and construction of offshore wind power

at present, the preliminary work of 17 offshore wind power projects in China has been approved by the national energy administration, with a total installed capacity of 3.95 million KW, mainly distributed in Hebei, Jiangsu, Shanghai, Fujian, Guangdong, Zhejiang and other provinces. Due to the tightening of investment, major energy investment groups are difficult to continue large-scale investment in offshore wind power projects with poor or unclear returns, resulting in the slow progress of the preliminary work of many offshore wind power projects

it is understood that at present, the cycle of sea area use demonstration permit, marine environmental impact assessment and navigation safety demonstration of offshore wind power projects generally takes more than two years

Yi Yuechun believes that at present, the evaluation of China's offshore wind energy resources has not been systematically carried out, and the marine hydrological survey and seabed geological exploration work are also relatively weak, and these basic working conditions are difficult, the cycle is long, and the construction progress is slow, which will inevitably affect the smooth progress of the construction of offshore wind power projects requiring flexible packaging and multi-purpose traction machines. "Even if the 3.95 million KW offshore wind power project that the state has approved the preliminary work is completed by 2015, it is very difficult to achieve the goal of building 5million kW offshore wind power in the 12th Five Year Plan." Li Junfeng, chairman of the National Center for strategic research and international cooperation on climate change, believes that offshore wind power is an important part of China's new energy strategy and plays an important role in the implementation of energy conservation and emission reduction plans and the development of strategic emerging industries. The 12th Five Year Plan is a critical period for China to lay the foundation for offshore wind power. according to the 12th Five Year Plan, China's offshore wind power installed capacity is expected to reach 5million kW by 2015. By 2020, the installed capacity of offshore wind power will reach 30million kW. This means that China plans to surpass the development of Europe for more than 20 years in at least five years during the 12th Five Year Plan
